Woon Pheng is a Director of Nexia Singapore PAC and heads the Financial Advisory Services department.

With over two decades of experience since 2001 in the accounting and finance industry, Woon Pheng specialises in business valuation, intangible asset valuation, valuation for IFRS compliance, IFRS advisory, financial and tax due diligence, deal advisory, forensic accounting, fraud investigation and litigation support services.

He has been instrumental in the design, implementation and ongoing oversight of Nexia Singapore’s whistleblowing programme, including the development of policies, reporting protocols, investigation frameworks and escalation procedures.

Woon Pheng has led and conducted investigations arising from whistleblower disclosures received from both for-profit and non-profit organisations. These matters typically involve allegations of employee grievances, asset misappropriation, financial irregularities, conflicts of interest, breach of fiduciary duties, inadequate internal controls and ethical misconduct.

Edwin is a Chartered Accountant and audit practitioner with more than 30 years’ experience serving clients in both the private and public sectors, contributing to their efforts in enhancing their governance, risk management and compliance. His experience includes internal auditing for government agencies, such as the Ministry of Home Affairs and Ministry of Education (for more than 10 years), and fund management companies regulated by the Monetary Authority of Singapore, and manufacturing & trading companies.

Edwin brings deep, directly relevant experience to whistleblowing and ethics-related engagements, grounded in more than 30 years of senior audit, risk advisory, and governance work across both public and private sectors.. As a Certified Internal Auditor (CIA), and Certified Information Systems Auditor(CISA), he has led internal audit and compliance work across government agencies, MAS-regulated fund management companies, and complex commercial organisations. His work has consistently focused on assessing governance structures, control effectiveness, regulatory compliance, and issue-escalation and remediation processes—core foundations of robust whistleblowing arrangements. This enables him to evaluate whistleblowing frameworks holistically, including policy design, reporting and escalation mechanisms, confidentiality safeguards, investigative governance, and management oversight, in line with regulatory expectations and leading practices.
