What is Strategic Audit?

Strategic auditing applies internal audit to the organisation’s strategy: how it is developed, implemented, monitored, and adjusted. It does not replace risk-based auditing but extends it, ensuring that assurance and advice remain aligned with strategic objectives. Strategic auditing is anchored in the Global Internal Audit Standards and draws on IIA topical guidance in areas such as ESG, culture, technology, and governance.

Why It Matters Now?

Boards, regulators, and stakeholders are increasingly focused on strategy execution, risk velocity, and organisational resilience. Internal audit is expected not only to test controls but also to provide foresight, context, and independent insight on whether strategies make sense and are being implemented effectively. Strategic auditing is the next evolution: it positions internal audit as a vital partner in governance and decision-making.

How It Is Done: The Six Steps of Strategic Auditing

  • Scan issues, competitor and technology trends, economic and market factors.
  • Assess organisational capabilities and options.
  • Evaluate strategies and their underlying assumptions.
  • Connect strategies to plans, budgets, and performance targets.
  • Audit major projects and strategy execution.
  • Monitor and review progress, ensuring continuous improvement.

The Strategic Audit Toolbox

  • Classic frameworks: PESTLE, SWOT, Balanced Scorecard.
  • Modern approaches: Data analytics, AI, financial and strategic modelling.
  • Exploratory techniques: Fishbone analysis, mind mapping, focus groups.
  • Monitoring tools: KPIs, KRIs, dashboards, project portfolio reviews, post-implementation reviews.

TARGET AUDIENCE

Chief Audit Executives, senior internal audit leaders, managers, and specialists who wish to move from control assurance to strategic influence, and those seeking to meet the evolving expectations of Audit Committees and Boards.
