An external quality assessment (EQA) is a vital part of the quality assurance and improvement program for internal audit functions, required by the Standards every five years to evaluate conformance to the Standards and the audit function’s performance objectives. EQAs demonstrate a commitment to quality, professionalism, and continuous improvement while providing a benchmark for the maturity and reliability of the audit function within the organisation. To ensure these assessments are conducted effectively, they must be performed by a qualified audit professional, such as a Certified Internal Auditor with extensive experience.
This certificate program equips participants with the knowledge and skills to conduct External Quality Assessments (EQAs) of internal audit functions with professionalism and confidence. Through a comprehensive curriculum aligned with the IIA Global Internal Audit Standards and the Quality Assurance Manual, learners will master the end-to-end EQA process, from planning and execution to reporting and stakeholder engagement.
The program emphasises the use of the Quality Assurance Manual, effective communication techniques, and ethical practices to deliver actionable insights. Participants will engage in interactive workshops, real-life case studies, and role-playing exercises to simulate client interactions and on-site activities, ensuring practical application of concepts. Collaborative group discussions and problem-solving sessions further enhance learning and foster peer-to-peer knowledge exchange.
CERTIFICATE EXAM
Participants who complete the instructor-led portion of the program are eligible to sit for the certificate exam (40 multiple choice questions). A passing score on the exam rewards candidates with a certificate stating the candidate has successfully completed IIA recognised external quality assessment training and assessment for conducting quality assessments. Those earning the Quality Assessor Certificate will receive a digital badge to add to their LinkedIn profile and resume.
Participants who complete the in-person training course are eligible to sit for the certificate exam which is administered on The IIA’s Learning OnDemand Platform.
- Within 7-10 business days after the last session of the certificate program, the exam is available on the OnDemand Platform to all registered participants of the program. IIA Academy will inform participants via email once the exam is available.
- The exam will be available for 90 days on the OnDemand Platform.
- The exam consist of 50 multiple choice questions.
- The exam must be taken in a single setting but is not timed.
- You may reference any course materials or other IIA-published resources desired while taking the exam.
- You are allotted 3 chances to pass the exam. Additional attempts will be charged the US$125 retake fee.
TARGET AUDIENCE
This course will provide participants interested in becoming external quality assessors with the appropriate knowledge and skills to plan, perform, and evaluate the results of an external quality assessment. Participants will also learn about the processes and tools in the IIA Quality Assessment Manual that can help identify opportunities to improve internal audit quality activities. This course will specifically benefit external quality assessors enhancing their skillset to perform IIA Standards based quality assessments.
Prerequisites: Completion of the course entitled “Building a Sustainable Quality Program” and/or a deep understanding of the QAIP under IIA Standards. Participants should have a minimum of 5 years’ experience in internal audit.
CERTIFICATE OBJECTIVES
- Understand the key components of a Quality Assurance and Improvement Program (QAIP) as defined in the IIA's International Standards for the Professional Practice of Internal Auditing (Standards.)
- Master the end-to-end process of conducting an external quality assessment (EQA), from initial planning to final reporting, while learning to effectively use the Quality Assessment Manual as the foundational assessment tool.
- Determine what it means to be a trusted advisor in the context of performing an EQA and the ethical standards and behaviors required of all quality assessors.
- Learn how to manage the logistics of an EQA, including project management, data analysis, information requests, interviewing, surveying, scheduling, resource allocation, and on-site coordination.
- Learn the process and requirements for assessing each standard, principle, and domain of the Standards.
- Learn how to assess conformance to the standards and performance objectives of an audit function and provide recommendations for conformance gaps and best practices.
- Learn the requirements for creating clear, concise, and complete reports from the work performed that prompt action and point the audit function toward continuous improvement.

ABOUT THE TRAINER

Mr. Nicodemus TanFellow (IIA Singapore), CIA, CFSA, CCSA, CRMA, CA (Singapore), B.AccPartner, Governance and Risk, Baker Tilly Mr. Nicodemus Tan is a Governance and Risk Partner with Baker Tilly with over 20 years of experience in internal audit, risk management, corporate governance and special reviews. Nicodemus was previously the head of internal audit for the APAC region for a Fortune 50 MNC. He is a Chartered Accountant of Singapore and holds the designations of Certified Internal Auditor (CIA), Certified Financial Services Auditor (CFSA), Certification in Control Self-Assessment (CCSA) and Certification in Risk Management Assurance (CRMA) from The Institute of Internal Auditors.

TERMS AND CONDITIONS
- Registration is on a first-come, first-served basis.
- Contact person will be notified via email upon successful registration of the participants. The training details would be sent to the registered participants one week prior to the training.
- Registration fee must be received prior to the date of the training.
- Registered participants will be liable for the full registration fee in the event of non-attendance on the date of the training.
- Cancellation must be submitted in writing to the Academy team at iia-academy@iia.org.sg at least 7 working days prior to the training and subject to IIA Singapore's approval. A processing fee of $100 per participant will be imposed for any cancellation received less than 7 working days. Substitutions will be permitted, and conditions will apply. You may substitute a “like” person to attend the training in your place – for example, if you are an IIA Singapore member, you may substitute with another IIA Singapore member.
- IIA Singapore reserves the right to cancel or postpone the training if the minimum class size is not met. In such cases, all paid registration fees will be refunded in full.
- IIA Singapore reserves the right to revise the training programme as necessary.
- IIA Singapore reserves the right in our absolute discretion and without further liability to cancel any training, in which case any fees paid by you will be refunded. However, in such circumstances IIA Singapore cannot be held responsible for hotel or travel expenses which you are unable to recoup as a result of a training being cancelled.
