Course Overview:

INTRODUCTION
Designing and implementing an effective system of internal control can be challenging, and adapting to rapidly changing business models, new technologies, or globalisation requires that system to be agile. An internal control system requires the use of judgment to monitor and assess its effectiveness, and it must provide insight on the application of controls.

The new Certificate, through a blend of self-paced learning and in-person training, offers you a unique opportunity to develop an expertise in designing, implementing, and conducting an internal control system. This 25.5-credit programme takes you through the COSO Internal Control—Integrated Framework (Framework) from start to finish and, through the use of real-world scenarios, allows you to:

• Understand the principles-based approach.
• Identify and analyse risks.
• Develop confidence in the internal control system.
• Learn from experts and share your experiences with your peers.

Upon completion of the self-study course and the in-person training, you’ll be eligible to sit for the exam and earn your certificate.

Note: Two pre-work self-study courses are required to be completed prior to the start of the in-person training. Access to the pre-work is provided 7–10 business days before the start of the in-person training.

The goal of the online learning component is to provide an introduction to key concepts of the Framework and to allow you to begin thinking about the Framework in the context of your own entity. It covers a variety of topics including types of objectives, components of internal control, principles and points of focus, roles and responsibilities, and limitations of internal control. Examples are provided throughout the learning to illustrate the concepts presented.

Overview of the Framework
• Identify key terms, definitions, and concepts of COSO’s Internal Control—Integrated Framework (Framework).
• Recall the relationship among objectives, components, and the entity’s structure in achieving an effective system of internal control.
• Recognise roles and responsibilities within an organisation related to internal control.
• Recall the limitations of internal control.

Control Environment
• Recall key concepts included in the Framework related to the control environment component of internal control (including principles and points of focus).
• Apply the concepts of the Framework with regard to control environment to a variety of organisational examples in achieving operations, reporting, and compliance objectives.

Risk Assessment

• Recall key concepts included in the Framework related to the risk assessment component of internal control (including principles and points of focus).
• Apply the concepts of the Framework with regard to risk assessment to a variety of organisational examples in achieving operations, reporting, and compliance objectives.

Control Activities

• Recall key concepts included in the Framework related to the control activities component of internal control (including principles and points of focus).
• Apply the concepts of the Framework with regard to control activities to a variety of organisational examples in achieving operations, reporting, and compliance objectives.

Information and Communication

• Recall key concepts included in the Framework related to the information and communication component of internal control (including principles and points of focus).

Monitoring Activities

Assessment/ Examination
Please note that only participants who completed the online self-study and in-person training will be eligible to sit for the exam. After the conclusion of the in-person training session, an email with a link to the online exam will be sent to the individual participant within 1 week. Participants have up to 90 days from the date they receive the exam to complete it. The exam consists of 50 MCQ questions and is timed to be completed within 2.5 hours (i.e. window will close automatically). If participants do not achieve a passing score, they will receive a link to retake the exam. Retake must be completed within a month from receipt.

ABOUT THE TRAINERS
Ms. Tan Boon Yen
Ms Tan is a Senior Director RSM Singapore with extensive experience in governance, risk and consulting work. She has conducted and led many financial, operational and compliance audits in listed and multinational groups in various regional industries including container shipping, precision engineering, property, printing and publishing, retail, disk drive and semiconductor manufacturing, trading, distribution, banking, technology, electronics and marine businesses. She also has extensive experience audit projects overseas in countries such as Malaysia, China, Hong Kong, Japan, Taiwan, India, USA, Europe and Australia.
Prior to RSM Singapore, she has worked with Singapore Technologies Pte Ltd, Seagate International, Sembawang Shipyard, TNT Express Worldwide, Neptune Orient Lines and Deloitte.

Ms Tan holds a Bachelor of Accountancy Degree from the National University of Singapore and is a Chartered Accountant of Singapore, a Certified Internal Auditor and also holds a Certification in Risk Management Assurance. Boon Yen is currently the President of The Institute of Internal Auditors Singapore (IIAS).

Mr Sia Nam Chie
Mr. Sia began his career as an external auditor in a Big 4 accounting firm before moving into internal audit in a telecommunication company and financial institutions. He has also taken up leadership roles in various functions in the first and second lines of defence in leading financial institutions. He is an active volunteer taken up various positions, such as Treasurer and Audit Committee member in not-for-profit organizations. He was a member of the International Internal Auditing Standards Board from 2016 to 2018. Mr Sia is currently the Vice-President of the Institute of Internal Auditors Singapore.

Academically, Mr Sia has MBA (Distinction) and Bachelor degree (Hons) in Accountancy. Professionally, he has obtained CA, CIA, CFA, CFE & CISA qualifications. With his diverse experiences, he is able to use practical examples to illustrate concepts in an easy to understand manner. Since conducting CIA courses in 2006, Mr Sia has consistently received positive feedback for using practical examples to illustrate internal audit concepts.

COURSE FEES & FUNDING (IN SGD)
The fees for participants who are not Singaporeans and permanent residents (PRs) are:
• $2,100 (before GST) for member; and
• $2,600 (before GST) for non-member

The table below shows the amount of fees and subsidies under each of the funding schemes. 

For company-sponsored employees:
Applicant must be fully sponsored by the Company for all costs associated with the training (i.e. Payment has to be made via corporate means e.g. corporate cheque, corporate GIRO, corporate credit card).

VARIOUS FUNDING SCHEMES
Funding for self-sponsored or Eligible employer-sponsored training is available under the SSG Training Grant for participants who are Singaporeans and PRs. The funding schemes available are:

  1. Mid-Career Enhanced Subsidy - Singaporeans aged 40 and above may enjoy subsidies up to 90% of the course fee, capped at $50 per hour for up to 19.5 training hours allowable by SSG.
  2. Workfare Training Support - Singaporeans aged 35 and above and earn not more than $2,000 per month, may enjoy subsidies up to 95% of the course fee.
  3. Enhanced Training Support for SMEs - SME-sponsored employees (Singaporeans and PRs) may enjoy subsidies up to 90% of the course fee, capped at $50 per hour for up to 19.5 training hours allowable by SSG.
  4. Absentee payroll funding is available to help eligible employers (excluding government entities) defray the manpower costs incurred when they sponsor their employees (Singaporeans and PRs) to attend this course.

TERMS AND CONDITIONS UNDER SSG GRANT:
• Participant is required to achieve at least 75% attendance and sit and pass the prescribed assessment/examination.
• Participant is eligible for only one funding scheme.
• All self-sponsored participants/sponsoring employers would need to pay the nett fee (with GST) upfront to IIAS. Sponsoring employers shall submit a training grant application for the remaining eligible subsidies via SkillsConnect system. For details, please refer to SkillsConnect guide 4.1.
• Eligible self-sponsored participant should select "Cheque/Fund Transfer" option during online registration at IIAS registration portal.
• In the event that the participant/sponsoring employer fails to meet any of the requirements set under the funding scheme and thereby resulting in his/her application for funding claim being rejected by the respective funding agency due to any reasons, the participant/sponsoring employer is liable to pay the balance of the full course fee (i.e. full course fees less nett course fees) to IIAS.
• Training Quality and Outcomes Measurement (TRAQOM) surveys by SSG: Sponsoring employers/participants are required to provide IIAS with their participant's full name, NRIC/FIN/Passport number, personal email address and mobile number to facilitate the conduct of TRAQOM surveys as required by SkillsFuture Singapore. Sponsoring employers/participant may indicate their participant’s NRIC/FIN/Passport number in “Remarks” field during online registration at IIAS registration portal. TERMS AND CONDITIONS FOR ALL PARTICIPANTS
1. Group discount is available for employers not eligible for SSG funding. Please contact IIA Academy for more details.
2. All participants will be liable for the full course fee upfront, even in the case of non-attendance.
3. A processing fee of $100 will be imposed for any cancellation. Cancellation must be submitted in writing 7 days prior to the event date and subject to IIAS’s approval. Substitutions will be permitted and conditions will apply.
4. Participant/contact person will be notified via email on the outcome of the application for enrolment within three working days after the registration deadline.
5. Registration is on a first-come-first-served-basis and complimentary parking will be provided only on a first-come-first-served-basis.
6. IIAS reserves the right to revise the programme as necessary.
7. IIAS reserves the right to cancel or postpone the training should the minimum class size is not met.
